July 7 – Dauphin Regional Health Centre update

To the Staff of the Dauphin Regional Health Centre:

As you are aware, Dauphin Regional Health Centre sustained significant damage as a result of the recent flooding event.

While initial response efforts have allowed us to better understand the impacts to the facility, extensive damage to critical infrastructure particularly within the basement level of the hospital has been identified. As a result, the closure of the Dauphin Regional Health Centre will need to remain in effect for an extended period while assessments, repairs, and remediation activities are completed.

At this time, we anticipate that service disruptions will continue for several months. Engineering, infrastructure, and operational experts are conducting further assessments this week to determine the full scope of the damage and the work required to safely restore services. We expect to have more information regarding timelines as these assessments are finalized.
Based on the information currently available, we anticipate a phased or staggered reopening of services. Programs and service areas will reopen as repairs are completed and spaces are deemed safe and operational. This means that some services may resume before others, depending on the nature and extent of the required remediation.

We recognize that this ongoing disruption creates uncertainty for staff, patients, and the community. We are committed to providing regular updates as additional information becomes available and decisions regarding service restoration are made.
We want to thank all staff for their continued patience, flexibility, and dedication during this challenging time. The response from employees across the region has been extraordinary, and your ongoing commitment to supporting patients and colleagues is greatly appreciated.

From an operational perspective, employees are expected to continue reporting to work as scheduled unless otherwise directed by their manager. There is ongoing work available across the region to support patient care and operational needs during this period.

Where operationally required, employees may be reassigned or temporarily transferred to alternate work locations in accordance with the applicable collective agreement. Managers will continue to work with employees to communicate assignments and provide direction regarding reporting locations and work locations. All compensation will occur in accordance with the applicable collective agreement.

Introduction

We recognize the uncertainty and challenges experienced by employees impacted by the flooding and the temporary closure of Dauphin Regional Health Centre (the “Centre”). Our priority is to support employees while maintaining healthcare services for the communities we serve. We remain committed to providing timely updates and clear accurate information as recovery efforts continue and operational plans evolve in this ever-changing situation.

Employees should speak directly with their manager regarding individual circumstances, temporary work assignments, scheduling, travel requirements, and other employment-related questions.

We appreciate the flexibility, professionalism, and commitment demonstrated by employees throughout this challenging situation. Your dedication has been critical to ensuring the continuation of healthcare services during this recovery effort.

In an effort to respond to the questions received from employees, we have created a FAQ to address common inquiries that we have received and will update as new information becomes available.

How long will Dauphin Regional Health Centre remain closed? 

At this time, we can’t say for certain but anticipate that the Centre is likely to remain closed for an extended period. The Centre has experienced significant damage to its critical infrastructure, particularly in the basement level of the facility, that will require extensive assessment, remediation, and repair. Engineering and infrastructure experts continue to evaluate the full scope of the damage. Once service areas have been restored and confirmed safe for operation, we anticipate a phased reopening, starting with the Emergency Department and followed by other areas as conditions permit.

Should I continue reporting to work? 

Yes. Employees are expected to continue to report to work as scheduled unless otherwise directed by their manager. There is work available across Employer / Programs to meet patient care and operational needs. Managers will communicate directly with employees regarding reporting locations, work assignments and scheduling.

Will I be paid if I was told to stay home July 2nd and July 3rd following the flooding? 

Employees who were directed to remain home or had shifts cancelled due to the closure of the Centre on July 2nd or July 3rd, 2026 will be paid their regular wages for those shifts.

Will I be reassigned to another facility? 

Due to the closure of the Centre, employees may be reassigned or temporarily transferred to other facilities in accordance with their collective agreement. Current operational needs may require employees to work at locations such as Ste Rose, Grandview, or other sites within PMH as directed and in accordance with the collective agreements.

Can I refuse a reassignment to St. Rose, Grandview or another work location?

The closure of the Centre has created operational circumstances that require employee reassignment to keep employees actively working. Employees are expected to accept reassignment or a temporary transfer in accordance with the applicable collective agreement.

If you have concerns regarding a reassignment, you should discuss them with your manager.

Will I receive mileage reimbursement if I am temporarily assigned to another facility?

Employees who are reassigned to another location will be compensated in accordance with the provisions of their collective agreement regarding travel expenses, including but not limited to accommodation, if applicable, and work disruption premiums if applicable.

Can I use Income Protection (sick time) if my home was affected by flooding?

Income Protection benefits are not available for absences related to personal property damage resulting from flooding. However, employees may have access to other eligible paid leave options.

What happens if I am already on an approved Sick Leave? 

If an employee was receiving income prior to the closure of the Centre and has the necessary medical documentation, the medical leave of absence would continue.  Any new requests will be assessed by the employer and reviewed on a case by case basis.  Time away from work as a result of Centre closure will not be considered as absences under any attendance management programs.

What happens if I already had approved vacation scheduled? 

Employees are expected to take previously approved vacation as scheduled. However, where operationally feasible and by mutual agreement between the employee and manager, vacation may be rescheduled. Employees may only be asked to return from vacation where there is mutual agreement between the employee and the Employer.

Will my shift schedule change?

Operational requirements may necessitate schedule changes during this period. Where required, schedule changes will be managed in accordance with the applicable collective agreement, relevant scheduling provisions and/or reassignment, or temporary transfer language in the collective agreement.

What if I do not want to be reassigned and would prefer to remain off work and collect Employment Insurance (EI)?

The expectation is that employees will continue to work and accept reassignments or temporary transfers that are offered in accordance with the applicable collective agreement and operational requirements.

The Employer continues to have work available. Employees are expected to report to work and may be reassigned to alternate work locations as operationally required.


Shift Scheduling

Staff who are scheduled to work are asked to check in with their managers for further instructions regarding their upcoming shifts.

To all of our colleagues who are experiencing impacts from flooding, please know that we are thinking of you during this difficult time. We recognize the stress this situation is placing on you and your communities. Thank you to those who are able to report to work, are working extended hours, adjusting shifts, or taking on reassigned responsibilities.

For all staff, please do not take unnecessary risks when travelling—especially on roads that may be washed out.

For staff travelling to support the community of Swan River

We want to express our gratitude to the staff who have volunteered to support the community of Swan River.  

We have been working with the local RCMP to support highway access for essential healthcare workers. Please read through the following points to ensure you can navigate safely during flood conditions and share them with any colleagues who may be travelling to the area.  

  • The current recommended route for travel from Dauphin to Swan River is as follows:  
    • Take highway five from Dauphin to Roblin and then highway 83 to Swan River.
  • At this time, travellers from Winnipeg are recommended to route through Dauphin. Please check MB 511 and SK Highway Hotline (511) for up-to-date highway conditions. 
  • Highway conditions can change rapidly, and travel may be restricted to essential travel only.  
    • Please ensure you carry your Government-issued photo ID (driver’s license) 
    • Proof of employment/healthcare role, such as your ID badge or screenshot of proof of professional registration (preferred) 
    • You may encounter local authorities during your commute. They have been notified that healthcare workers may be passing through these areas. Please advise them that you are travelling to Swan River to provide essential services.
