Welcome to the Prairie Mountain Health (PMH) weekly update on the Dauphin Regional Health Centre (DRHC). We have created this to provide all PMH and Shared Health staff with regular updates on the progress of the restoration of the DRHC.
As this work continues, we are committed to keeping staff, physicians, clinicians and partners aware of how the restoration efforts are proceeding and providing updates regarding the status and resumption of health services in Dauphin, along with relevant information from various areas like human resources, emergency response services, mental health and addictions, and more.
We recognize the significant interest in both the restoration of the hospital and the return of health services to the community. As people seek information on these important matters, they may encounter speculation or misinformation, which can create uncertainty and concern among staff. By providing these weekly updates, our goal is to maintain a single, transparent, and reliable source of information staff can reference.
Updates will be shared every Wednesday.
The work ahead of us is significant. Please know that we have the support of the entire provincial healthcare system and government behind us. Staff from Manitoba Health, Seniors and Long-Term Care, PMH, Shared Health and our regional health authority partners are actively engaged in this work through the Provincial Health Incident Command. Everyone involved is deeply committed to this work and is dedicated to advancing these efforts as quickly and efficiently as possible.

Facility
- The DRHC has experienced significant damage to its critical infrastructure, particularly in the basement level of the facility, that will require extensive assessment, remediation, and repair.
- Engineering and infrastructure experts continue to evaluate the full scope of the damage.
- Once service areas have been restored and confirmed safe for operation, we anticipate a phased reopening. Our current focus is on restoring community-based services as close to Dauphin as possible. We will continue to provide updates on these services.
General PMH Updates
- At this time, we anticipate that service disruptions will continue for several months. Engineering, infrastructure, and operational experts are conducting further assessments this week to determine the full scope of the damage and the work required to safely restore services. We expect to have more information regarding timelines as these assessments are finalized.

Diagnostic Services
- PMH and Shared Health Diagnostic services are working to ensure staff schedules align with the emergency department hours at both Ste Rose and Grandview.
- All Diagnostic appointments affected by the closure have been redirected to alternative locations, such as Brandon and Portage la Prairie, depending on the specific modality required (e.g., CT, MRI, ultrasound).
- In collaboration with local leadership and PMH, we are also in the early planning stages to determine the sequencing for restoring services (phlebotomy, x-ray, etc) to the Dauphin community in a temporary setting while facility repairs are completed.

Emergency Response Services
- Virtual Emergency Care and Transfer Resource Service (VECTRS) remains available to provide consultation and support as required. This provides an additional mechanism for clinical advice, escalation support, and coordination when complex or time-sensitive patient care decisions arise.
- Medical Transportation Coordination Centre (MTCC) continues to provide centralized call-taking and dispatching services, ensuring efficient coordination and allocation of medical transportation resources across the region.
- Enhanced Health Links – Info Santé (dial 811 or 1-888-315-9257) capacity to redirect non-urgent patients and reduce pressure on EMS resources. Health Links – Info Santé also offers virtual physician consults 0800 – 0000hrs daily.
- Virtual Integrated Clinical Service (VICS) has soft launched in MB.
- Emergency Medical Service (EMS) is working diligently to maintain resources in the impacted region.
- Patient Transport Services (PTS) continues to provide contracted low-acuity inter-facility transportation service, supporting the safe and efficient movement of stable patients while preserving ambulance resources for emergency response.
- STARS has been repositioned from Winnipeg to Brandon until further notice. This deployment strengthens critical care transport coverage for the affected region and is expected to reduce transport and response times for patients requiring rapid escalation to higher levels of care.
- Office of the Fire Commissioner (OFC) continues to maintain resources in Swan River to support access to care.
- Receding water levels have improved road conditions, and access has been re-established to most West communities.
Physicians
- We recognize that this situation has created significant challenges and uncertainty for physicians, their practices, and their patients. During the closure period, physicians may continue to be impacted by temporary changes to service locations, patient care delivery models, call responsibilities, and clinical workflows.
- PMH and Shared Health will continue to work closely with physician leadership and individual departments to communicate operational requirements, service changes, and recovery planning activities as they evolve.
- Physician Leads are being identified within the affected area to provide guidance and communication pathways.
- Frequent updated information sheets will be provided to physicians to assist in their communication with patients.
Mental Health and Addictions
- In response to an ask from Swan Valley West for psychological support for residents impacted by flooding, both in person and remote supports will be deployed.
- Referral pathways to IERHA and SH-SS have been created to alleviate lost capacity for Mental Health patients in Dauphin.
- In Dauphin, the 10-bed psychiatric unit is closed. The local psychiatrist is providing consultative support for emergency department and outpatient services to ensure continuity of care.
- The Mental Health Liaison Nurses working in the emergency department have been redeployed to Ste. Rose emergency department – as well as nursing from the psychiatric unit to help support the increased demand there.
- Our Community Mental Health and Addictions teams, including our FACT team, are continuing in the same capacity as before, however, they have increased outreach activities to individuals at higher risk of deterioration.
- Swan River services are also continuing as normal, with FACT and Community Mental Health and Addictions Teams.
- There is collaboration between Shared Health and PMH on staff and community supports in the Swan Valley and Dauphin areas.
- The In House Facility in Ste Rose is unaffected and operating as per usual.
CancerCare MB
- CCMB is actively working with PMH staff daily. We at CCMB are extremely grateful for the support from the PMH team overall, and for the particularly quick response of PMH’s Community Cancer Program and Pharmacy staff.
- CCMB is closely monitoring cancer patients receiving chemo- and radiation therapy in the region to ensure continuity of care, in partnership with PMH. All CCMB patients impacted will continue with their treatments as planned and have, or will be, contacted by a PMH staff member soon.
